Training in Law Enforcement Procedures and Practices
The Arkansas Commission on Law Enforcement Standards & Training provides hundreds of on-line classes on topics related to police authority and operations. I have passed 80 hours of them.

Broken Windows Policing WITHOUT Police
After 18 months of dealing with hundreds of individuals who were indigent, homeless, addicted, suffering from mental illness or a combination of those conditions I have come to believe that political and police authorities should make changes to the way we interact with them. I recommend for policy consideration these actions be considered.
Homeless Citizens
It is clear that civil authorities are deliberately ignoring some problems created by indigents, panhandlers and homeless citizens.
Their failure to act is sometimes presented as a humanitarian policy and respect for the individual choices they have made. I reject that.
Allowing anyone to live in the kind of squalor that is associated with the addicts, mentally ill and others who live in violation of safety codes and state law is both demeaning and dangerous.
It is time to offer real help and rehabilitation to those who panhandle at busy intersections or live in single or group encampments in open defiance of laws and codes that are enforced on the rest of the population.
The grifters who are simply making a living pretending to be in dire need are a different matter and deserve less benign treatment.
Code Enforcement
Every month, scores of property owners are the victim of unauthorized dumping. From old appliances to household trash, someone else’s disposal problem becomes theirs. Instead of helping the victim and punishing the perpetrator, the local government often simply ignores the wrongdoer and demands that the victim pay for clearing the property.
It may seem like a small = injustice, but it is one that could be easily resolved – if those in authority wanted to do so. It is past time to bring new enforcement and abatement policies into play. I believe
policies and procedures can be crafted that will reduce this type of violation and also help property owners who are victims but have been treated as violators.
