Broken Windows Policing WITHOUT Police

After eleven months, I am convinced that the authorities have made noticeable progress in dealing with individuals panhandling at busy intersections. They are still there, but not in the numbers they were. More importantly, they don’t seem to be ‘dug in’ and surrounded by garbage. I have talked to hundreds of them and my experience is
that most of them are just “making a living” by begging. A small minority of them seem to be afflicted by mental illness or addiction (or both). Things may be getting better, but there is plenty of room for improvement. I am not sure that any improvement is noticeable in the other area of focus for Broken Windows Policing. The more I learn about zoning, building and health and safety regulations and enforcement, the more concerned I am about serious, systemic problems.

Evidence of that is found both on the streets and in government records. At street level, there is the obvious dilapidation (and in some cases unsafe conditions) of structures in many communities. How can these structures, some in our most historic districts, continue to blight (and endanger) those communities? Government records show that they can make hundreds of thousands of dollars per year using public equipment and public employees. Property owners who are victimized by vandals can then be further victimized by their own government because it is easier to go after them than the criminals.
