Broken Windows Policing WITHOUT Police
An interesting situation has developed in a neighborhood west of University Avenue and north of Colonel Glenn. A sidewalk has been taken over by a small encampment of homeless folk. Local residents have complained to the city. Both social services types and the police have responded, but nothing has been done. One response reportedly
said they, “…will continue to speak with the unsheltered, providing them resources and encourage them to move forward, but again sidewalks are public property.” I can’t help but wonder if the affected sidewalk was on Markham in front of City Hall or the Kroger on Chenal if the response would be the same. When I visited the site in late September an elderly lady had a tent pitched on the grass next to the sidewalk, was sleeping soundly on the sidewalk and she and her possessions completely blocked it. I was there less than a half hour, but at least four pedestrians were inconvenienced by the blockage.
